  1. 01
    Feasibility before commitment
Common exposure for the owner or investorThe site or the scheme is committed before the numbers have been tested.
With ACC as your development managerFeasibility, yield and preliminary cost planning are tested first, with assumptions and exclusions stated — as on the Manly Waterfront Residences, where feasibility, estimating and constructability were reviewed before contract.
  2. 02
Cost planning across a programme of works
Common exposure for the owner or investorEach site or stage is budgeted in isolation, so the position across the programme is unclear.
With ACC as your development managerOne cost-planning discipline is applied across every site and stage. On the NSW Schools & TAFE capital works program ACC carried feasibility and cost planning across 14 school and TAFE sites, delivered within budget with school-holiday shutdown coordination.
  3. 03
    Procurement & contractor selection
Common exposure for the owner or investorBids are compared on headline price, with scope gaps found after award.
With ACC as your development managerTenders are packaged, normalised and compared on a like-for-like basis before an award recommendation is made — a structured assessment across 14 bidder packages on the Manly Waterfront Residences.
  4. 04
    Delivery oversight to completion
Common exposure for the owner or investorOnce the contract is let, the owner's oversight thins out and the position is reconstructed at the end.
With ACC as your development managerIndependent commercial oversight continues through construction and commissioning, with risk reporting aligned to the owner's own governance — as on the HMR NSW Health redevelopment, and on the Schools & TAFE program where the risk register was aligned to NSW Department of Education reporting.

// 05 / Questions owners ask

Straight answers before you appoint.

What does a development manager do for an owner or investor?

Runs the project to a plan from site to settlement: feasibility, yield and preliminary cost planning; design team coordination and value review; the approvals pathway (DA / CDC / CC interfaces); procurement strategy and contractor selection; and delivery oversight, reporting and completion against cost and programme.

When should development management start?

Ideally before the site is committed, so feasibility and the development budget are tested first. ACC can also join at design, approvals or procurement when an owner needs the numbers and programme brought back into view.

How are approvals handled?

ACC coordinates the consultants and the planning pathway and holds the approvals and procurement milestones in the development programme. Regulatory, planning and certification matters are confirmed with the appropriately qualified professional or authority where required.

What reporting does the owner receive?

A feasibility report and development budget, a development programme with approvals and procurement milestones, consultant briefs and design review notes, a procurement strategy and tender report, and a monthly development report.

How is a development management engagement scoped?

The scope of every engagement is defined in a written proposal or consultancy agreement so you know what is included before work starts. Submit an enquiry on this page and an ACC consultant will come back to you with a reference number and the next step.
